Not start previously stopped veids when hardware server is rebooted

Reason: Not needs to start previously stopped veids

Description:
I think, when veid is stoppe and hardware server is rebooted, don't need to 
start this veid. I proposed to add "vzctl set veid --onboot no --save", when 
"vzctl stop veid" and "vzctl set veid --onboot yes --save", when vzctl start 
veid

I'm against of making logic less clear. Maybe it's a good idea from saving 
server resources point of view. But some other use cases can be affected.

Maybe you make the patch for this logic and add to knowelege base? I just do 
not know how add this logic to panel.

You can try to patch change_state method in virtual_server.rb file.
