Make mobile template configurable

The mobile template gives a read-only access to the panel, WITHOUT THE ABILITY 
TO SWITCH TO FULL VERSION. I discovered it the painful way, when I was on the 
road and had to increase resources for a customer.

The Android Browser on my old 2.3.3 system is perfectly capable of rendering 
and using the full version, which I checked by editing iphone? method in 
application.rb. 

I understand that adding a 'switch to full version' link may be hard, but a 
configuration option completely disabling mobile version would be a nice thing 
to have.
