Fix MMS for amrex.the_arena_is_managed=0

Summary

The MMS cases were not working with amrex.the_arena_is_managed=0. This makes host MFs do the MMS operations (MASA is host only). AKA making the dashboard greener before there is even is a production dashboard ;)
