Restart Bug Fix #108

Ganesh ran into a bug where restarts were not working due to recent openfast updates. He and the openfast team resolved the issue where the c pointers were not being initialized on restart and worked with the openfast team to get a regression test in place so it doesn't break again.

New flag for building openfast. There are two c++ drivers now. Bonnie C++ driver doesn't build with exawind manager. If run into issues, turn off build option for Bonnie C++ driver in the exawind manager spack config.
