Change website to use Twitter Bootstrap #33

It may be a good idea to switch the website to use Twitter Bootstrap to handle various features such as size responsiveness.

I've started working on an integration of Twitter Bootstrap into the website. I may or may not use it though.

One of the issues I've encountered with switching to Bootstrap is dealing with active navigation tabs. Here is a diagram of how I plan to handle it:

I've decided to hold off on this for now, as it may be difficult to get this change to be done correctly. I will close this issue for now, and re-open it if necessary.
