Issue lists horizontally truncated in portrait mode on mobile phone.

In portrait mode on non-tablet mobile devices the issues list on program pages and code with us page are horizontally truncated. I'll let @kelpisland decide on priority of this. It could be ugly to fix b/c responsive tables are not fun. We would likely need to drop columns, or use a different display layout altogether for small devices. There is a library I've seen for converting table rows into name/value "card" style, but not sure if it's a rathole that we want to go down, esp. if we are considering broader re-styling soon anyway.
