Swagger definition upgrade - External Docs

Story:

Subtask of #107

As a developer I wish to see continued access to API owner provided documentation (pdf, html etc) linked from the API console pages. Currently this is offered through the WSO2 API store's 'documentation' tab.

Success Criteria:

• External documentation reference embedded in Swagger 2.0 consoles from the net API store.
• 6x Swagger definitions need to be updated manually.

  Deliverables:

• Six new Swagger 2.0 definitions (yaml files) including BCDC, BCLaws, Geocoder, Kamloops, Open511 and Surrey

Limitation to note: Only one document link can be listed per external doc element. Therefore, only one document link can be placed in one or all of the following locations.

• one at the top-level
• one per "tag" (which is a grouping of related operations)
• one per "operation" (e.g. GET, POST, etc)
