[xud-backup] Support upload backups to cloud storage provider #751

xud-backup should support uploading encrypted backups to some cloud storage provider like Dropbox, Google Drive or Nextcloud.

The tough question here is deciding which ones to support.

Transferred this over to xud-docker, since this shouldn't be implemented as part of xud/xud-backup, but rather xud-docker.
