This PR also includes some cleanup of duplicate lines in the changelog. Going forward, all release commits need to be in the format of chore(release): vX.X.X where the Xs are numbers. The v before the number is required for the changelog tool we use to recognize the commit as a release commit, and there can be nothing after the numbers (such as a reference to a PR, as is automatically added when squash merging through GitHub).
