Currently, if the GitHub repo is incorrectly configured or specified, the pipeline will fail in the CommitToGithub stage. When this happens we should:

Indicate this in the state some way
Possibly send a notification regarding the failure
Either provide a mechanism for a retry, or ensure that deleting it will work and use delete and create as the retry mechanism
