Make a batch script distribution for Windows #392

... i.e. a ZIP-file with the necessary libraries and a batch script which starts the tool(s), but no embedded JRE/JDK. This would make it easier to test effects of different JDK versions. This is on the occasion of #368 , but certainly useful elsewhere, too.

N.B. this has to be compiled with JDK 11, otherwise it cannot be used for testing
