28Si-15N__SiNfull line list. #11

I found another issue in the 28Si-15N__SiNfull line list. The .states file does not contain any states with index larger than 125492, but such states are required from the .trans file. I also noticed that the *.states file contain many entries with a state index of 0. For example file lines 133293 to 133401.
