[Native Restaking] Bootstrap compatibility #7

Currently, native restaking is only built as part of the client chain gateway. However, it would be beneficial to have it included in the Bootstrap contract as well, so the chain can be started with ERC20s as well as natively staked asset from the client chain.

Sorry, it doesn't exist anyway; I made a mistake.

Separately, this issue needs to be resolved before mainnet launch as per the discussion today. We can discuss a strategy next week.
