Description

This PR subsumes https://github.com/ExocoreNetwork/exocore/pull/39 within itself, and therefore should be merged after that one. For ease of review, this PR may be reviewed after the merge of https://github.com/ExocoreNetwork/exocore/pull/39 happens and this PR is rebased.

add tests for share and voting power calculation
fix the problem in the voting power calculation
add MaxDecimal and MaxAssetTotalSupply to prevent calculation overflow
resolved the problems identified by code review in #PR39
disable the slash for dogfood
