Use more sensible restrictions for the version strategy when releasing form a non-default branch
Generally a non-default branch that we would release from is lagging a major or more behind.
we shouldn't allow major version bumps as they would produce conflicting versions
patch and minor on the other hand are good to use as these branches should be branched out from the latest minor and patch of that major, so any later minor/patch versions within that major would still be available
