More CI (GitHub actions) #105

Forgot I had this laying around, might as well use it.

Hm, I wonder why I didn't reply to this. I recently used Github Actions on another project and it seemed pretty good.

travis has consistently had a huge amount of trouble with the build time of dependencies of rsp2, and my attempts to work around this with caching have been extremely unreliable; if Actions solves those problems it'd be great to toss travis out.
