It's been in there for about a year now, incomplete, undertested, and completely unused. The only purpose it could even possibly serve at present is to document (in the form of code and comments) my current understanding of how symmetry finding and primitive-cell finding works.
spglib has met all needs of rsp2 (though it is limited to 3D periodic structures).
