Make it so there is a vehicle shop for mechanics like the police have as with the current vehicle list people can steal them as we cant lock them and also cant get them from our garages

As a whitelisted vehicle this should not be stolen, we could implement a rule so ALL whitelisted vehicles cannot be stolen.

@MartzENN is this a reasonable rule?
