Enable Autoscaling for apiary-waggledance #19

Currently we are experiencing issues with respect to apiary-waggledance connectivity. It seems to be that having autoscaling enabled can help us effectively scale up when current instances are not configured properly. Enabling autoscaling can help effectively deal with connection timeouts or request timeouts to the thrift server.

@teabot is away on holiday. My understanding is that your setup of Waggle Dance via Apiary is managed by @rpoluri so I think he's probably a better person to ask what's required here. We also welcome pull requests if you have a clear idea of what needs to be done.
