[Actionable Whispers] On workspace creation, add whisper to admins room #40841

Problem:

When you track an expense and categorize it, we'll automatically create a workspace for you in this PR. We'll need to educate the user on what the workspace is, and why we've created one for them

Solution:

Add a whisper to the #admins room if it is created for the purpose to categorize / sharing an expense

Heads up! We created a workspace for you to add expense categories, connect your accounting package, and share expenses with your accountant. Chat with your onboarding specialist in this room to learn more.
