Expense - Composer is missing for the invited member in the expense report #50933

Action Performed:

  1. Go to staging.new.expensify.com
  2. [User A] Submit two expenses to User B.
  3. [User A] Go to the expense report.
  4. [User A] Send a message containing User C mention.
  5. [User A] Invite User C by clicking Invite them on the whisper.
  6. [User C] Open the invited expense report.

Expected Result:

The composer should be present for the invited member (User C) in the expense report.

Actual Result:

The composer is missing for the invited member (User C) in the expense report.

@puneetlath FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors
