Expense - Using non existing account, pay elsewhere must not displays red dot error #51521

Action Performed:

  1. Go to https://staging.new.expensify.com/home
  2. Tap fab -- start chat with non existing user
  3. Create an expense via submit expense option
  4. Note no error displayed on opening expense
  5. Tap plus icon --Pay expense
  6. Enter an amount and tap next
  7. Tap pay elsewhere
  8. Open the expense
  9. Note red dot error displayed and directs to hmm not here page.

Expected Result:

Using non existing account, user can pay elsewhere must not displays red dot error and on opening expense must not direct to hmm not here page

Actual Result:

Using non existing account, user can submit expense but on pay elsewhere displays red dot error and on opening expense directs to hmm not here page

@RachCHopkins FYI I haven't added the External label as I wasn't 100% sure about this issue. Please take a look and add the label if you agree it's a bug and can be handled by external contributors
