LHN - LHN briefly show reports from all workspaces on refresh when workspace is filtered

Action Performed:

Precondition:

User has at least one workspace
1. Go to staging.new.expensify.com
2. Open workspace switcher
3. Select a workspace
4. Refresh the page
5. Might have to select another workspace from the workspace switcher and refresh the page again if the issue is not reproducible

Expected Result:

LHN will only show the reports from the selected workspace after the page is refreshed

Actual Result:

LHN briefly show the reports from all workspaces after the page is refreshed On mweb, the workspace switcher is reset to Expensify
