  1. Add a job that cancels old on-hold workflows after merging to staging
  2. Make sure the PRs title has the Jira Ticket Number
  3. Figure out the flow with a CMS (promotion vs create artifacts per environment)

Would #2 work considering that a lot of tasks, here included, do not have a JIRA ticket assigned to it?
