Please excuse me Rick, but I have to disagree with you. RadioSync does not have the feature to emulate a Hamlib server. Running tciadapter you can select "Hamlib NET rigctl" as rig in your software like WSJT-X and the connection to ExpertSDR3 works then completely without virtual serial cables.
It would be nice if you could select "Hamlib NET" also as input in RadioSync, so that you would not have to deal with two interfaces programs at the same time.

It would be a good idea if the function of tciadapter (github.com/ftl/tciadapter) would be intergrated into RadioSync.
