Moving settings button and icon to the bottom left #94

I think having the settings button on the bottom left would be more efficient since the Close window down arrow icon is at the bottom left of the settings window. It makes more sense to have both Open & Close buttons in the same location.

Please move eSDR3 settings button and icon to bottom left of screen.
