change ':' to '/' in ncbigene identifiers #57

We have a file which maps ncbigene identifiers onto Uniprot instances: https://github.com/NCATS-Tangerine/cam-pipeline/blob/master/uniprot-to-ncbi-rules.ofn

This has an incorrect IRI form for ncbigene (see https://github.com/NCATS-Tangerine/cam-kp-api/issues/201)
