Add Kubernetes CronJob file to repo #78

This PR adds the Kubernetes CronJob file to the repository. It moves one of the steps from the Kubernetes file into the Makefile. It seems to be mostly working -- I've tested one of the files generated by this job and it produces a small number of errors on CAM-KP-API (https://github.com/ExposuresProvider/cam-pipeline/issues/80, https://github.com/ExposuresProvider/cam-kp-api/issues/613) -- and I'd rather not delay this any further so that I can move on to trying to upgrade cam-pipeline to Biolink 3.

Before this is merged, the branch should be changed from add-kubernetes back to master.

The version of this branch at 3346131e8fac6b8b40af75851161f97350ea2253 is currently running on Sterling as build-cam-database-manual-zrgzp-l4gbk.
