Move the Blazegraph server to ITRB

The output of cam-pipeline is a Blazegraph JNL file that is used by the Blazegraph server hosting this information.

According to Yaphet, Plater uses initContainers to (1) download the Neo4J database from Stars and (2) uncompress the file for use.

They also use configuration settings to control initContainers -- i.e. if no dataUrl is provided, the deployment reuses the file already provided.

So we need to:

• [ ] Compress the blazegraph.jnl file and make it accessible via HTTP.
• [ ] Modify RENCI/ITRB deployment to download the database using an initContainer before starting the main container.
• [ ] Pass the JNL URL to the pod so that it either downloads it over the internet or from within the Sterling cluster depending on how its called.
