build ontology separately #89

Currently building the merged ontology takes a lot of the time in the database build. This could happen on a different schedule and get hosted somewhere for download within the build.

I think this is referring to the generation of ontologies-merged.ttl using robot merge:

Given how fast cam-pipeline generation is now, I think we can classify this issue as Not Urgent. What do you think @balhoff?
