ICEES+ Terms & Conditions: formatting differs by endpoint (minor issue) #248

This issue is to report that the formatting of the terms & conditions of use that users receive in response to calls to the ICEES+ OpenAPI differs based on endpoint functionality. This may be a Swagger interface issue, but it probably should be addressed, if possible.

Closing issue, as responses are as expected with JSON vs tabular output.
