Remove dependency of identifiers yaml file in ICEES db and API #259

Now that ICEES KG is separated out from ICEES+, it'd be good to remove dependency of identifiers yaml file from ICEES db and API to have one less manually curated yaml file to maintain and update down the road.

PRs merged and all icees-api dev and prod instances have been redeployed with much simplified config files. Closing the issue.
