Update publishing component labeling, tooltip and badge #902

Changes introduced with this PR:

Badge component is deleted and combined with Publishing component to reduce redundancy of logic
Added hideDetails (which toggles publishing details) and hidePublish (which toggles publish button) props to Publishing component
Publishing date is now displayed via tooltip when hovered over the badge OR publish details
Activity changes and/or subtree changes are displayed in the publishing details instead of tooltip

Update base branch to release/5.0 after https://github.com/ExtensionEngine/tailor/pull/883 has been merged in
