The portable fluid storage cell is severely unbalanced and no match to virtually any other higher-level fluid container. Of course it should be noticably weaker than a stationary cell in an ME chest since it's meant for compactness and portability (and thus has only 512B instead of 1kB), but since AE2 integrated the fluid system into the main mod, the numbers are simply outrageous.

I don't know whether there is anything planned for base AE2 in terms of portable fluid storage, since it looks like they're slowly integrating the fluid stuff, only thing I can tell is that it hasn't happened yet. Also unfortunately I don't know the exact formula for calculating storage.
