Unable to Make a working basic altar #3

I've tried following the instructions on the wiki, but no green particle is showing up nor is anything I'm doing working. I'm using the most recent version of this pack and I am using origins 1.4.1 on 1.18.2, I have tried just about everything I can think of but nothing is working.
