Login can take up to 45 minutes for 12 people #62

We had 12 people trying to login at the same time. Several people got a timeout error. It took 45 minutes for everyone to log in. Graham mentioned that there could be ways to speed up the login process? Is this possible?

@ifoche please provide some notes on what would be necessary to improve the log in time along with an estimate of LOE for doing so BEFORE working on this ticket.

Part of reason for this slowness is the tab group code, which has not yet been fully removed. We will look at this for the next release
