Duplicates from E2 #78

It is generating a lot of duplicates. Also, the event date doesn't have a time, and the due date has a time that we don't know from where is it coming.

Can you please test with new bb version?

@rodmelia @gtrsmith @cristinaelle it looks like most of the duplicates come from conflicts. This is something that we shouldn't have in the last version, as we've introduced new ways to stop retrying the survey send on a conflict. This is something that is also present in old versions of HNQIS but also corrected in last version of HNQIS. I would recommend to upgrade to the last version to avoid this problem
