1.5.4 Error in filter by Org Unit (Monitor module) #360

Description
Unable to filter by Organisation Unit in the monitor module. Error only occur when moving from "all surveys + all Org Units" to "Specific Org Unit"
How to replicate
  1. Go to monitor module (both filters, surveys and Org Units, must be in "all")
  2. Filter by Org Unit (the screen does not change)
  3. Now filter by Survey (the screen changes).
  4. Now filter by Org Unit again (the screen changes).
