Success of DHIS2 Pulls #95

When syncing the list of OUs and/or syncing the OU to the application, intermittent/slow internet connections can result in the sync failing. However, failures result in a successful sync message. Is there any way to make sync failures more clear?

@QISPSK As we've changed the way we do the pulls now, can you please try again and let us know if it's still not working? I hope you'll experiment a better performance now

@ifoche Syncs certainly seem to happen significantly faster than they did in S5, however none of the OUs exposed on old-staging.psi-mis.org seem to have a ton of data so it's difficult to say how much of an impact the change has. Will be interesting to test this in the coming weeks when pulling the "latest" 6 months of data for QIS Test as there is around 1,000 surveys there.
