:memo: Implementation

• Implemented campaign.getDashboardSharing().
• Dashboard items have no sharing, set only for dashboard.

:fire: Is there anything the reviewer should know to test it?

• From the issue: "and set edit for those with role Population data entry". This role is not created with vaccination-metadata, so I guess it's a role they plan to create and maintain themselves on their instances. Therefore, the tester must create it when testing this sharing.
• Organisation unit group set 8. Operational Cells is publicAccess=private (it has a couple of group sharings). So this sharing assign will only work if the user creating the dashboard has access to the ou group set, change its sharing when testing.

2f5b587b changes user roles for L4 check. The original request was also to check if user user had role "RVC App", but this requires some extra changes (also, it will create a merge conflict with the dataset sharing PR), so I prefer to implement this in some other moment.
