Obtain WebRTC playback endpoint via MPD xlink #9

Obtain the WebRTC HTTP playback endpoint using an extended MPD and MPD xlink/rel:

Closed in favor of WHEP. A working implementation of this exist https://github.com/Eyevinn/web-player/tree/poc/dash_webrtc but won't be further developed.
