What does this implement/fix? Explain your changes.

Avoid writing and reading nullValue as uint64 but as int64 in XML.

Does this close any currently open issues?

Any other comments?

Also do "apt update" on Ubuntu CI

Where has this been tested?

Operating System: WIN10 64
