This PR modifies the README, schema, and in-line documentation for aliasIp to use semicolons as separators between CIDRs.

Any background context?

Users of the templates are getting resource creation errors when specifying multiple CIDRs for aliasIp because the instructions are incorrect. This set of changes make the documentation match the implementation.
