What issues does this address?

Fixes #9 , #10

What's this change do?

add the some changes from neutron-lbaas stable/mitaka openstack repo - it doesn't include all the changes up to date, but it will fix failures seen in the api tests. Also I added new files for TLS api scenario tests and a new TLS api SNI test.
