Create the view button

As a user I would like to:

• Be able to view the list of reports that have been sent by all users

Acceptance criteria:

• [x] Create a View button
• [ ] Display a list of all reports

Stretch Goal:

• [ ] Filter the list by some criteria

We should close this issue since we already have it in Stage 2. It's best if we don't have duplicate issues.
