Add Travis CI pipeline to build docker image #8

If tag created or branch = develop push the image to docker hub. See reference here: https://github.com/FAForever/faf-java-api/blob/develop/.travis.yml#L41

Hi @Brutus5000! How is this bot being built and deployed right now? I've looked at faf-stack repo but have not found it there

It's currently running on a tiny cloud server without docker-compose environment due to another person maintaining it back then.
