Improve the behavior of area reclaim #6056

Description of the proposed changes

Extension of https://github.com/FAForever/fa/pull/6049 and https://github.com/FAForever/fa/pull/6051. The radius is increased to 4 but the number of additional reclaim orders is limited to 6.

Testing done on the proposed changes

Issue reclaim orders and verify the results.
