Description of the proposed changes

Closes https://github.com/FAForever/fa/issues/6098

Introduces a basic anti-spam protection by only allowing the sound of a taunt of a given player to play once every 10 seconds.

Testing done on the proposed changes

Send various taunts in a LAN-setup.
