Description of the proposed changes

Fixes a discord bug report where Salvation cannot fire at its full range on 80km maps by reverting the muzzle velocity changes in #5849.

Testing done on the proposed changes

Spawn a salvation on an 80km map and confirm it can fire at its max range.
