Add "Disable all mods" button to mod manager #6152

Describe the feature A button that disables all active mods to help clean up the mod list after modded games or for debugging. Players can already re-enable their usual mods using the favorites feature.

Could we extend it so that there is a separate button for SIM mods? Since else it'd mean you'd have to reenable your UI mods after.
